Error: the remote server returned an unexpected response: (400) Bad Request - when approving or finalizing a requisition

When a second approver clicks Approve all or Finalize on a requisition that is awaiting approval, the error, Error: the remote server returned an unexpected response: (400) Bad Request may occur. The requisition does not appear for approval by the first approval in the approval rule.
We are currently evaluating this issue and will update this article when we have more information

Steps to Duplicate

1. Log into Webportal as user the first approver in one of the approval rules 
2. Under "Requisitions for review" there are no requisitions. 
3. Logged into webportal as a different approver in the same rule
4. Under "Requisitions waiting for approval", the requisition in question is listed
5. Click on Approve All, and get Error: the remote server returned an unexpected response: (400) Bad Request
6. Click Ok to the error
7. Click Finalize, and get same message, Error: the remote server returned an unexpected response: (400) Bad Request
8. In Accounts Payable, open the requisition in question, and it appears with a status of "Submitted" which is what it should be.
9. In Configuration, Approval Rules, review approval rule, and note that it is setup correctly
