When an applicant has not been enrolled into Registrar's office, they do not have a student billing record to add activity to.  

To create a student billing record for the applicant:
  1. Enroll the applicant into Registrar's office. (BB477753)
  2. This will allow for a Student Billing record to be created and allow for accurate booking keeping.
  3. The applicant can be given a status other than current student to differentiate them from students that are actually enrolled in the school.
