Users without rights to add, edit, or delete ad-hoc queries are able to add, edit, and delete ad-hoc queries

A user that only has query view rights can still add, edit, and delete queries.  The rights for the user seem to suggest that they should only be able to view queries.

Users with rights to the query views in question will be able to add, edit, or delete queries.
