Waiting for Blackbaud Payment Service to process the batch - Credit card process takes a long time to complete

When processing a Cybersource credit card batch with 3,240 records, the process hangs with the status: "Running: Waiting for Blackbaud Payment Service to process the batch" for over four hours.  By comparison, a similar batch with 7,890 records for the same process took 1 hour and 38 minutes to complete on the same day.
The issue was caused by a latency issue with CyberSource.  Wait 24 hours and attempt to resume the process.
