Error: Internal Error or circle spins with overlapping screen when creating requisitions

When a user clicks Create Requisition, they receive Error: Internal Error or the circle spins with an overlapping screen indicating its creating the requisition but it never completes.

1. Open IE on an affected machine and select Tools, Internet Options, Security, Trusted Sites
2. Select Sites
3. Confirm the WebPortal URL is saved under Websites
4. Select Close, OK
5. Clear the IE Internet Cache
6. Close and reopen the browser
7. Select the Compatibility View icon to the right of the address bar, or Select Tools, Compatibility View
Note: To permanently set a site to appear in Compatibility view in IE, select Tools, Compatibility View Settings and add WebPortal to this list.
8. Log into WebPortal and attempt to select Create Requisition now
