Error: Error uploading image. The file size may be too large. when uploading image files using Google Chrome

Users may encounter the following error when uploading image files using Google Chrome, regardless even though the image is under the 4MB maximum file size.
Error: Error uploading image. The file size may be too large.

You may experience additional symptoms including:
  1. A "Validation failed" message in Page URLs when creating or editing a page
  2. A "Failed to load Roles and users" message after clicking "Add users and roles" from the Targeting & security tab of any page or part
