Users who are not system administrators cannot edit a query definition created based on a user-defined smart query

All users who are not system administrators are unable to edit the query definition of a user-defined smart query.  This issue only occurs when the user-defined smart query uses search fields or fields with drop down menus.

This issue only occurs in Web Shell.

Download and install the latest patch, which contains all fixes from previous patches. If you are running an older version, download and install the latest version and then the patch.
