Error: Cannot download BBIS transaction when Constituent has an address with no State - when downloading transactions into CRM

If a Constituent has an address with no State, and makes profile changes in BBIS to reflect this, then the BBIS Transaction will have an exception when downloading into CRM via Web Transactions.

This occurs specifically if adding an address with a country that does not have an address format configured in CRM. 
Download and install the latest patch, which contains all fixes from previous patches. If you are running an older version, download and install the latest version and then the patch.
