Personal fundraising only allows notifications on pages that have been changed, but not when they are newly created.  The site option that notifies users when a page has been modified is: TRIBUTES_ADMIN_EMAIL.  This site option would be configured with the email address you would like to receive notification to.

One other site option is related to Personal Fundraising which is TRIBUTES_FUND_PAGE_APPROVAL_REQUIRED:  This value would be either set to TRUE or FALSE.  When this is enabled it requires an admin to approve the page, but no notification is sent.
