Deploy File Hangs on Blackbaud Installer on The Raisers Edge Web Services Server

When upgrading The Raiser's Edge Web Services server with the Blackbaud Installer, the Deploy Registry DLL file hangs in processing and does not timeout, complete or error.
We are currently evaluating this issue and will update this article when we have more information.

WORKAROUND STEPS:

Installing, "The Raiser's Edge Plug-in," after the base installer and patch, instead of at the same time, will allow the installer to complete:

Uninstall: "The Raiser's Edge Plug-in"
  1. Go to Control Panel and click on Uninstall a program.
  2. Find the program named Blackbaud and Click Uninstall/Change.
  3. Select Modify / Repair and click Next.
  4. Check the box next to Add or remove features.
  5. Unselect the Features to install:  "The Raiser's Edge Plug-in"
  6. Click Next  twice.
Re-run installer, then run the patch:
  1. Click on the Blackbaud Installer to update the RE7 WS server.
  2. Unselect, "The Raiser's Edge Plug-in," and click Next.
  3. Proceed through installer and patch installer.
Install, "The Raiser's Edge Plug-in," Service:
  1. Go to Control Panel and click on Uninstall a program.
  2. Find the program named Blackbaud and Click Uninstall/Change.
  3. Select Modify / Repair and click Next.
  4. Check the box next to Add or remove features.
  5. Make sure that: "The Raiser's Edge Plug-in," and, "The Raiser's Edge Web Services," are selected. 
  6. Click Next  twice.
