Yes, content can be conditionalized based on survey answers. To do so you have populate a custom field on the constituent record and use a survey question to populate the custom field. If you need custom fields turned on, contact support. Once you have the field you need turned on, your survey questions can be configured to update that string based on the answers of your constituents. Then any customizations that you want to make in a WYSIWYG can be done based on the custom field in the additional information section of constituent records.
