Some of the reasons for this error:
  • PayPal transaction cannot be refunded when 60 days have passed since the transaction has been recorded.
  • Transactions where the credit card is expired cannot be refunded. Note that this is true even if the constituent has received the exact same card with the same number but a different expiration date.
  • BBMS transactions cannot be refunded when 60 days have passed since the transaction has been record.
If any of the reasons above are relevant, you will need to refund the constituent offline. Once you have refunded the constituent offline, you can remove the transaction from the system for reporting purposes.
