Constituent Batch does not check for duplicates the same way the Constituent Update Batch based on global settings does

The Constituent Batch should determine duplicates based on the duplicate algorithm, and global settings. In the Constituent Update Batch, we have the option to select to use Global Settings- this should then look at the duplicate algorithm and the global settings. However, entering a Batch containing first name and last name of a known duplicate is flagged in the Constituent Update Batch, and not the Constituent Batch.
