Unable to edit users address and email into BBIS when you select country which does not have a state in the CRM

When a constituent has an address without a state (e.g. New Zealand), and the user selects to edit their address in BBIS, the page refreshes and does not allow the user to edit the address.

Download and install the latest patch, which contains all fixes from previous patches. If you are running an older version, download and install the latest version and then the patch.
