I have an alert setup that is targeting specific members of Congress. However, constituents of mine that are not constituents of the targets cannot submit the alert. Why?
When using the national built-in targets, the constituents cannot contact a representative that does not actually represent them. This includes selecting the default committee targets. This is by design as Luminate Online respects congressional courtesy. Congressional courtesy means that Luminate Online does not allow our clients' constituents to contact federal or state representatives that are not their actual representatives. So, for example, if I live in Kentucky, I cannot use Luminate Online to send an alert to a senator in Texas.
