Error: The given key was not present in the dictionary. - when adding steps from a template to a stewardship add plans and steps process

Users have the ability to enter negative dates manually on a stewardship plan or in a add plan and steps process.  These dates are calculated based on the start date of the stewardship plan.  When a plan template is imported into the process the user receives the error and is unable to apply the negative dates.
Download and install the latest patch, which contains all fixes from previous patches. If you are running an older version, download and install the latest version and then the patch.
