Yes, this is a setting in the survey. To use this setting:
  1. Find the survey in the survey list and click "edit"
  2. Go to step 2, "include questions"
  3. Add a question of type "Constituent Registration Information"
  4. For step B, make sure to include enough information to locate the constituent record. Name and email should be sufficient.
  5. For step D there are various options to prevent duplicate records from being created. Specifically look at step 5, which controls how to process the response if a duplicate email address is detected.
