This issue may be caused RE:Queue service or The Raiser's Edge application having control of files that need to be updated. 

To resolve this issue try each of the following until the issue is resolved:
  1. Stop the RE:Queue service
  2. Open the Windows Task Manager, click on the Processes Tab, ensure and end any of the following processes that may be running:
    • ProcessQueue.exe
    • REQueueService7.exe
    • RE7.exe
    • BBLogMan7.exe
