Donations made through BBIS are not being auto downloaded to a Batch

When a donation is made in BBIS, it does not automatically downloaded into Batch
Not all pending transactions should download.  For example, transactions that failed to get approval should not be downloaded.  Once upgraded to version 3.0, the Failed Transactions tab can be used to review transactions that failed during the download process.
