The SQL Server Service is using a Windows account that does not have full permissions to the database files or the folder containing the database files. 

To resolve this issue:

  1. Verify which account the SQL Server service is using and ensure that it has full control of the database folder and files.
  2. If it does not have permissions to those folders, modify the permissions so that account has full control, or move the database files to a folder the account has full permissions to.
