If you look at the Minimum Fundraising Goal in the Participation Type, then you'll see how the description of that option says "Defines a minimum monetary amount that each participant must agree to raise for this event." The keywords in this description is "must agree". This goes hand-in-hand with the event option "Yes, allow participants to enter a personal fundraising goal". Since that event option isn't enabled, it's not taking our Minimum Fundraising Goal from the Participation Type in to consideration. Luminate's default functionality can either disable the fundraising goal (controlled by the event option), or we can give them the option of seeing the fundraising goal and let them raise it beyond the minimum amount if they choose to. If you would like to hide the fundraising goal from showing during the registration process, then it would require the use of custom content, like JavaScript.
