Batch Templates dropdown is blank in Generate Payments Process

Since upgrading to CRM version 3.0, users have noticed that the Batch Template drop down is blank in Generate Payments Process. Attempting to edit an existing process yields the error:
the record specified does not exist for this data form
We are currently evaluating this issue and will update this article when we have more information.
