When the Raiser's Edge Web Server is moved to a new server, the ShelbyPortal username and password must match what is in the NetCommunity website under Administration > Sites and Settings.
Sites and Settings will not be accessible if the password is incorrect.  To edit this:

Non-Hosted Clients:
  1. Access the Raiser's Edge Web Services Server
  2. Open the web.config file under C:Program Files/Blackbaud/Raiser's Edge Web Service
  3. Find the <appSettings> section and make note of the username\password
  4. Access the NetCommunity (BBNC) Web Services Server
  5. Open a web browser
  6. Go to the localhost/configuration.aspx
  7. Click on the Web services tab
  8. Enter in the correct password in the Raiser's Edge Settings section
  9. Click Save
  10. Check Test Configuration page. The error should now be resolved.

Split Hosted Clients (Blackbaud hosts NetCommunity and Organization hosts The Raiser's Edge):
Support will not be able to access the BBNC Web Server.  
  1. Access the Raiser's Edge Web Services Server
  2. Open the web.config file under C:Program Files/Blackbaud/Raiser's Edge Web Service
  3. Find the connection string containing the username and password.
  4. Enter the password that is listed in the BBNC Web Server
Note: If you do not know the password, change the password to whatever you would like. Contact support so an analyst can work with Hosting to change the password on the BBNC Web Server.
