Gift entered into batch with inactive appeal does not display error message

When entering a gift in batch that is linked to an appeal that is inactive, you will normally receive the following error message:

Error: [Appeal] is an inactive Appeal you must reactivate it if you wish to select it.

Some users have noticed that there have been gifts entered into a batch with an inactive appeal that does not display the error message.
There is no exception in the validate, but the gift record is not created.
Follow the following steps to determine cause:

1. Was the gift entered into the batch before the appeal was marked inactive?
2. Was the gift downloaded into the batch through an integration such as Blackbaud Net Community or Net Solutions?
