This is likely occuring because the Country is not passing through to the Payment processor, properly, via this back end form. To resolve this, make the Country field Active on the back end form, through the following steps:

1. Go to Communities > Special Events > Kintera Golf
2. Mouse over the Event name and click Manage Event
3. Click on the Kintera Golf tab
4. Click on the Forms sub tab
5. Select "Profile Form - Ind" in the Sphere Forms section of the "Choose Form" dropdown
6. Scroll down to the address information section
7. Adjust the Country code radio box selection so it is set to "Active"
8. Scroll down and press Save
