Possible duplicate constituent record is not flagged in the constituent batch

A new constituent is entered in batch with an exact match for first name, last name, email address, and country.  Duplicate match settings are configured to identify possible matches with a match percentage of 15%-100%.  However, this constituent is not flagged as a possible match when validating the batch.
We are currently evaluating this issue and will update this article when we have more information.
