When starting an Import, Step 1 "Name and Import Type" should have place to choose the Country that all of the Accounts in the Import should have selected. If this is an existing Import Template the choice will be defaulted based on the organization's country. If this is a new Import Template there should be a drop down menu for the user to choose the Country. When an organization has only the Account Information Import in their Subscription, they do not see either of those options when Importing. In addition, they do not see the option to map the Country field on Step 2 "Map Your Import File" therefore they cannot complete their Import properly.
