This error occurs when the credentials used by the RELO Integration to log into the Raiser's Edge does not match the configuration in Luminate.  Any time these credentials change it is important to contact Luminate Support immediately so that you do not have any connection issues.  To resolve this error, 
  1. Log into the Raiser's Edge, and navigate to Administration > Security
  2. Open the integration user profile.  This RE user profile is typically set up during the RELO implementation process, and is generally set up as ###_relointegrationuser, where the ### is the Blackbaud site id
  3. Re-enter the password and confirmation to update the credentials.  The updated password should not include special characters
  4. Click Save and Close
  5. Click Chat with Support to have your password updated and reference this article.  Make sure to provide the updated username and password
