This issue is happening because the installer does not have permissions to certain registry keys. The client will either need to sign in as an administrator to install Citrix, or use the process monitor, and set the results filter for 'access denied' and then rerun the setup. This will indicate which registry keys are marked as 'read only' or may need admin rights to access. IT would need to add system and admin rights with full control rights to those keys. They should propagate those rights to sub containers. The receiver should be able to install properly after that.
