This issue was observed as the result of either using incomplete URL references for images or images being referenced in Base64 encoding within the Cascading Style Sheets (CSS) in NetCommunity. To resolve, perform the following: 
  1. Adjust all incomplete URL references to use the full URL path
  2. Adjust any instance of a Base64 encoded image to use a full URL path instead
