This is due to the settings of the receiving email client. Emails are typically encoded with UTF8. If the receiving email client is not configured to allow for this type of encoding, aspects of the receiving information, such as the To or Subject fields, may be stripped of their encoding and appear with the character string =?UTF-8?Q??=.
