Constituent update settings do not work correctly when importing a phone number or e-mail address that already exists on a constituent record to a new constituent record

When importing an e-mail address or phone number of the same value and type that already exists on a constituent record to a new constituent record, the phone number or e-mail address is not imported correctly.  The new number is not added to the constituents records and their existing email or phone number has the Primary flag removed.
We are currently evaluating this issue and will update this article when we have more information.

Workaround:  Add the contact record to the constituent manually outside of batch.
