To check that a user has permissions to create an Account Record in Luminate CRM, first go to Setup -> Administration Setup -> Manage Users -> Users.  Find the user, then click on their Profile under the Profile column.

You will want to check the following:
  1. Under Custom Object Permissions, make sure Read, Create, Edit, View All, and Modify All are checked.
  2. Under Enabled Visualforce Page Access, if cv.Account_Dupe_Check is not listed, click Edit, then add cv.Account_Dupe_Check to the enabled column.
