When donors register for an event or attempt to make a donation during the time of an IATS maintenance window, the transaction will not be marked as "Approved" or successful on the NetCommunity side.

When NetCommunity reaches out for a transaction confirmation, and the merchant provider is unavailable or unable to provide a response within a timely manner, an error code is returned.
Even when the merchant provider is back online, and can provide a response at a later time, if the connection between NetCommunity and the merchant provider is closed, the response will not be received.

This results in the donor's card being charged, but no transaction is sent to the NetCommunity Plugin.
