Error: The INSERT statement conflicted with the FOREIGN KEY constraint FK_ConstituentATTRIBUTES_3 - when creating new constituent record in the NetCommunity plugin

When trying to create a new constituent record in the NetCommunity plugin, the following error may be displayed:

General ODBC Error: [Microsoft][ODBC SQL Server Driver][SQL Server]The INSERT statement conflicted with the FOREIGN KEY constraint "FK_ConstituentATTRIBUTES_3". The conflict occurred in database "re7", table "dbo.AttributeTypes", column 'ATTRIBUTETYPESID'.
Native error:547
[Microsoft][ODBC SQL Server Driver][SQL Server]The statement has been terminated.
Native error:3621
This can occur if there is an invalid character in the NetCommunity Plugin Default Settings.  To verify that this is the cause:
  1. Log into the NetCommunity Plugin within the Raiser's Edge
  2. Click on the Options link
  3. Select New Constituents from the menu on the left hand side
  4. Check to see if there is a Default Set for new individuals or organizations - if present, select Do Not Use Default Set from the dropdown menu
  5. Click OK, and attempt to process transactions

Steps to Duplicate

Steps to duplicate:
  1. Log into The Raiser's Edge > NetCommunity plugin
  2. Open any transaction type
  3. For a transaction, try to create a new constituent record
  4. Observe the error
