This behavior may come about if your form is set to Inactive, however we can usually run a task that will mark the form accessible once more. When you contact Support, please provide the following:

1. Your organization's Site ID (SID);
2. The Form ID; and
3. (Optional) If there's a single application that you'd like to allow a grantee to finish and submit (as opposed to enabling all in-progress applications out there for a form), then provide the Application ID for that specific grantee's in-progress draft application or at least provide the applicant's email address so that we know which specific draft to push through.
