Emails show as sent and opened in the Email Report, but are not shown on the Communications tab of the Constituent record

When a BBIS email is sent, there is a report generated to show when the Email was Sent and Opened. This should be tracked as a Communication on the Constituent record as well. However, the Constituent did not receive the Email, and there is no indication on the Communications tab that it was received. Our internal Email tool does not show an Email going out-- the only indication of this is the Email Report.
We are currently evaluating this issue and will update this article when we have more information.
