There are a few reasons this can happen:
  1. The survey is not published. Edit the survey and go to step 4, "Publish Survey". Make sure that "Publish this survey now and set the start date" is selected. Check the start date and make sure it is in the past.
  2. The survey has expired. On that same publish page, look at the "Survey End Date". If this date has already passed the survey has expired. Change this date to a future date and that will fix the problem.
  3. The security category is preventing people from seeing it. Edit the survey and on the first step, look at question #2 "Security Category". If anything other than "General" is selected, that means this survey is restricted to constituents in a particular security category. Note that they will also need to be logged in so the system can evaluate their eligibility.
