Try each of the following steps in order until the issue is resolved:
  1. Click Start, Run, enter services.msc and click OK.  Verify the Windows Installer service is started or start it manually.
  2. Log onto the computer as local administrator.
  3. Give Full Control to the registry key:   HKEY_CURRENT_USER\Software\Microsoft\Installer
  4. Install vba6.msi again
  5. Reinstall Windows Installer
