Revenue accounts are displayed as negative when running the Project Budget vs. Actual Report

When running the Project Budget vs. Actual Report revenues and expenses are not separated by account category and show with a debit balance. 

The Project Budget vs. Actual Report combines multiple account categories, such as revenue as expenses, into one section of the report.  When reports are not broken down into sections by category, the budget and actual amounts are displayed with a debit balance to distinguish between the revenues and expenses.  

Reports such as the Income Statement are designed to separate the different account categories and will therefore display the normal balance of the actual and budget amounts for each particular category.
