If you encounter this issue, here are a few possible causes. If these do not resolve your issue, please submit a case.  
  • One possibility is that the user trying to create this user does not have WRITE access to the required operations. An administrator or member of the Team Approach Support team may be needed to grant the user with these privileges, if approved by the client.  
  • The other possibility is that an oracle user already exists for this user name. This can happen if there was a user creation error on a previous attempt. If this is the case, try again with a new user name.
