When using the state from a former address in the Constituent search, no results are returned

If an individual constituent has an address that is in a different state from the household address, a Constituent search for the individual (populating the state field with the household record state) yields no results.
We're currently evaluating this issue for a fix in a future patch or service pack.

Steps to Duplicate

Prerequisite:  Any constituent with a household
 
  1. Go to the household from the prerequisite
  2. Go to the Contact tab
  3. If there is no address, add one
  4. Go to one of the household members
  5. Select the Contact tab
  6. If there is no address, add one, if there is, edit it
  7. Add or Edit the address to be a different address (make sure the state is different) from the household address
  8. Go to the Constituents functional area
  9. Select Constituent search
  10. Enter the last and first name of the individual constituent in their respective fields
  11. In the State field enter the state of the Household
  12. Search
  13. Observe no results returned
  14. Remove the state from the state field and leave it blank
  15. Search
  16. Observe that it returns results for both the household and individual
  17. Add the state of the individual
  18. Search
  19. Observe that it returns results for both the household and individual
