Balance showing after event registration is cancelled and refunded

When deleting and event registration payment or refunding a payment, the event registrant shows that a balance is still due. 
Open the registrant and delete the registration option.

Steps to Duplicate

  1. Go to an Event
  2. Add a Registration for a constituent 
  3. Pay the Registration in Full
  4. Go back to the Registrations tab of the event-notice the balance is $0
  5. Go back to the Registration for the constituent 
  6. Select Refund Payment or delete the payment
  7. Go back to the Registrations tab of the event-notice a balance now shows.
