Exceptions appear in batch rows as soon as a new batch is opened

When defaulting values in batch, we expect to see exceptions when exiting a required field using tab or when leaving a row.  Instead exceptions appear as soon as the batch is begun and the row accessed leading to a poor user experience since no data has been entered yet.
In version 4.0, validation occurs when entering a batch row.  If you receive this message prior to entering data for required fields, enter a value for all required fields and clear the message before saving/committing the batch.  

Steps to Duplicate

Using 4.0
1. Go to Revenue > Batch Entry
2. Add a new Enhanced Revenue Batch 
3. On the Add a batch screen, select Field options
4. Set the Revenue type to Pledge but leave the Installment start date blank
5. Click Save
6. There is an exception on the row before any data is entered asking for the start date.
 
Using 3.0
1. Go to Revenue > Batch Entry
2. Add a new Enhanced Revenue Batch 
3. On the add a batch Screen select field options
4. Set the Revenue type to Pledge but leave the installment start date blank
5. Click Save
6. There is NO exception on the row before any data is entered
