Adding a new constituent, with a name and email only, that meets the condition to match an existing constituent is not caught by duplicate checking when using the Constituent Batch

When adding a constituent that is similar to an existing constituent, duplicates should be flagged based on the duplicate match settings. The duplicate matching is not catching a match created by the Constituent Batch, although it does catch it with the add form or the Constituent Update Batch.
We're currently evaluating this issue for a fix in a future patch or service pack.
