Why did a new address for an existing account not upload during the ADU process?

An ADU (Account Data Upload) file contained a new address for an existing account.  The records in the file contained exact matches to the name, phone and email for the account, but not address.The expectation was that the new address would be added to the account.  This did not happen.  No errors occured during the process.
The “Use Uploaded Addresses for Additions or Updates” attribute for PB4 and was found to be set to “Consider Only Flagged Records”.  This meant that the only way a new address would be added is if the PB4 file had a “Y” in the "do_updates​" column (as described in the Control file) for any of the records that had new addresses.

The other way (probably the way the client would want) this can be done without updating the PB4 file is to set the “Use Uploaded Addresses for Additions or Updates” attribute for PB4 to “Consider All Records”.  A new Address record will be created if this is selected.
