Error: The process cannot access the file 'E:\Program Files\Blackbaud\The Financial Edge\Custom\EEWebServicesPlugin\Blackbaud.WebServices.Plugin.EE.dll' because it is being used by another process - when updating Web Services (WAPI) plugin

Users receive the error, the process cannot access the file 'E:\Program Files\Blackbaud\The Financial Edge\Custom\EEWebServicesPlugin\Blackbaud.WebServices.Plugin.EE.dll' because it is being used by another process. When they try to delete the Blackbaud.WebServices.Plugin.EE.dll file, they see a message that it is being used by FEQueueExe7.exe. This error can also prevent Connect Education Edge for OnCampus from being able to connect to Education Edge.
1. Go to Task Manager
2. On the Processes tab, highlight FEQueueExe7.exe and click End Task (Note: End on the Services tab also if it is still listed after ending the process)
3. Complete the Web Services (WAPI) update 

Steps to Duplicate

1. In Connect Education Edge within OnCampus, see Error: Error getting Connect EE Authorization Token
2. Go to Settings > Connect EE Setup Form
3. Click Authorize Login and receive Error: Authorization failed. Please check that the parameters are correct.
4. Log into Education Edge and click on the 'Web Services Update!' icon in the navigation bar
5. Click 'Restart Now' to update Web Services
6. In the Blackbaud Web Services auto update window, see the Error: The process cannot access the file 'E:\Program Files\Blackbaud\The Financial Edge\Custom\EEWebServicesPlugin\Blackbaud.WebServices.Plugin.EE.dll' because it is being used by another process.
7. Browse to the folder E:\Program Files\Blackbaud\The Financial Edge\Custom\EEWebServicesPlugin on the server
8. Try to delete the Blackbaud.WebServices.Plugin.EE.dll file and see error that it is being used by FEQueueExe7.exe
