A school staff member with the Platform Manager role can log in and enter answers for an application/form for a parent of they choose. The Platform Manager role, or clone of that role, is necessary in order to impersonate a user.
When using the 'Impersonate' option, a user with the Platform Manager role can impersonate as if they were logged in as the parent. This will allow them to fill out the form with the intended information. After saving, they can then request that the parent log in and sign/submit the document.
