Error: "One or more opportunities in the location are currently locked." After using Global Change utility to unlock all opportunities

Sponsorship Opportunities are still locked after running the Unlock Sponsorship Opportunities and Unlock Online Sponsorship Opportunities Transactions Global Change Utility.
This is caused because their is an unresolved sponsorship that is preventing the locationfrom being marked inactive.  The issue is corrected by the steps below.
  1. Select Sponsorship functional area
  2. Select Sponsorship purchases page
  3. Process or delete the sponsorship that appear in the unresolved sponsorship datalist.

Steps to Duplicate

Step 1:
  1. Go to Administration > Global Changes
  2. Click Add
  3. Select Unlock Sponsorship Opportunities
  4. Click Ok
  5. Click Start Process

Step 2:
  1. Go to Administration > Global Changes
  2. Click Add
  3. Select Unlock Online Sponsorship Opportunity Transactions
  4. Click Ok
  5. Click Start Process

Step 3: 
  1. Go to Sponsorship > Sponsorship Locations
  2. Expand the appropriate location and click Mark
  3. Click Mark inactive
  4. Select an appropriate Reason and enter a Comment (as needed), click Save
  5. The following error is received: "One or more opportunities in the location are currently locked.  All other opportunities have been made unavailable, but the location has been left active.  Try the operation again after the locks have been released."
