Error: ORA - 12203 TNS unable to connect to destination - when trying to login into Team Approach

A client received the following error while trying to login to a Team Approach database via Citrix

ORA - 12203 TNS unable to connect to destination
If a single user is affected, make sure their password does not contain the "@" sign. 

If multiple users are affected, contact support. Please include which Citrix server you are connected to.
